How to Write a Check to the IRS: Payee, Memo, Mailing

Paying a tax bill by check feels more formal than paying a utility bill. The payee line, the details and the envelope all seem to matter more, and online advice does not always agree.

This guide goes back to the IRS's own wording. It covers what to write on each line, what the check should show for each kind of payment, how to find the right mailing address for your tax year, and what the IRS says about paper checks right now. We checked the IRS pages on 21 October 2026.

Quick Summary

Make the check payable to the Treasury, using the wording on your IRS form or voucher. Make sure the check shows your details, do not staple or clip the check to your return, notice or voucher, and mail it to the address printed for your tax year. For now, the IRS still accepts mailed checks, but it encourages electronic payment.

Key points

  • Payee wording differs by source. IRS web pages say "U.S. Treasury" and the payment vouchers we read say "United States Treasury".
  • The check identifies the payment. Include the tax year, the form or notice number and the SSN, EIN or ITIN of the person to credit. The memo line is a natural place.
  • No staples or paper clips. The IRS asks you to leave the check loose with its voucher.
  • Addresses change by form and year. Read the address from the current voucher or instructions rather than from memory.
  • Allow about two weeks. That is the IRS's own figure for receiving and processing a mailed check.
  • Paper checks are accepted for now. The IRS says it will move to electronic methods but has not set a date.

Who Do You Make a Check Out to for the IRS?

You make it payable to the Treasury. The IRS pay by check page, last reviewed 22 September 2026, says to make the check payable to "U.S. Treasury" and to show the amount in dollars and cents. For the exact wording, follow the voucher that comes with your form.

Is it "U.S. Treasury" or "United States Treasury"?

Both appear in IRS material. Web pages say "U.S. Treasury" while the three vouchers say "United States Treasury", so copy your voucher. General payee rules for any check are in our step-by-step check filling guide.

Is "IRS" an acceptable payee name?

The IRS gives its own payee wording, so copy that. We did not find an IRS page saying a check written to "IRS" will be rejected, so we do not claim it. The printed wording simply removes the question.

Do money orders and cashier's checks follow the same rule?

Yes. The IRS page applies the same payee rule to all three. Read our notes on a cashier's check and a money order before choosing one.

What Should an IRS Check Show, and What Goes on the Memo Line?

Write what lets the IRS credit the right person for the right tax. The IRS asks that the check show your name, address, phone number, the tax form or notice number, the tax year, and the SSN, EIN or ITIN of the person to credit. The memo line is a sensible place for the form, tax year and taxpayer number.

Table 2. What to write on the check by payment type, from the IRS pay by check page and the forms named. Check your own voucher for the current tax year.

What if you filed jointly but owe separate amounts?

The IRS says to write "MFT 31 Separate Assessment" on the memo line when you filed a joint return but were assessed separate amounts. If this might be you, read your notice closely or ask a tax professional.

What is Form 1040-V and do you need it?

Form 1040-V is the statement you send with a check or money order for a balance due. The 2025 edition asks for your name, address, daytime phone and SSN or ITIN. Do not staple or attach the check to it.

How Do You Fill Out Each Line of the Check?

Fill in each line clearly and legibly, and keep the details consistent with your voucher. For the basics of any check, see our how to write a check guide.

  1. Date. Use the date you write the check, in the format you normally use.
  2. Pay to the order of. Copy the Treasury wording from your voucher.
  3. Amount in numbers. Show dollars and cents, as the IRS page asks.
  4. Amount in words. Write the same amount in words, and make sure it matches the numbers.
  5. Memo. A sensible place for the form, tax year and taxpayer number from Table 2.
  6. Signature. Sign it the way your bank has your signature on file.

Where Do You Mail a Check to the IRS?

You mail it to the address printed on the voucher or instructions for your form and tax year. There is no single address for every payment. The right one depends on the form, the year and often your state.

How do you find the right address for your tax year?

Start from the paperwork in your hand, then confirm it on the current IRS form. We do not print post office box addresses because they change. The IRS corrected the 2026 Form 1040-ES addresses once, noting they may differ on copies printed before 13 February 2026.

Should you use regular mail or a private delivery service?

For Form 1040-V, the IRS says to use regular mail, and notes that private delivery may slow processing. See our notes on check envelopes if you mail often.

How long should you allow for the IRS to receive it?

The IRS says to allow 2 weeks for it to receive and process a mailed check. For usual bank timing, see how long checks take to clear.

When Is a Mailed Estimated Tax Payment on Time?

For estimated tax, the IRS treats the date of the U.S. postmark as the date of payment. A due date that falls on a weekend or holiday moves to the next business day. Using the Form 1040-ES for 2026, the dates are below.

Mail early, and log the check in your check register the day you write it.

Does the IRS Still Accept Paper Checks in 2026?

For now, yes. In an IRS Q&A dated 27 January 2026, the agency said checks and money orders will still be accepted for now. Its payments page, dated 13 October 2026, still lists check or money order among the options. See why many businesses still use paper checks.

What does Executive Order 14247 actually change?

The order, dated 25 March 2025, covers payments to and from the federal government. Its first big change was for money the government sends out: paper refund checks began phasing out on 30 September 2025. That is separate from paying the IRS by check. An IRS release of 23 September 2025 said to keep using existing payment options until further notice.

Is there a cutoff date for mailing checks?

The IRS Q&A says it will fully move to electronic methods but gives no date. It strongly encourages electronic payment and says checks remain accepted where no electronic method exists or in hardship, legal or procedural situations. Recheck before you mail.

What are the electronic options?

These are options, not requirements. See our comparison of a check and an ACH payment to weigh them.

  • Direct Pay. An electronic option the IRS names for paying a tax bill.
  • EFTPS. The Q&A says no new individual enrollments after 17 October 2025, with individuals moving to other methods later in 2026.
  • Same-day wire. The IRS says payments over $10 million must go by same-day wire or EFTPS. See wire transfer versus check.

Do employers send payroll tax deposits on paper?

The IRS's 2026 Publication 15 says you must use electronic funds transfer to make all federal tax deposits. The Form 941-V voucher is for a payment with the return, and it is not for tax deposits. If payroll is yours to run, our payroll guide is a good next read.

What Happens If Your IRS Check Does Not Clear?

If the check does not clear or the payment is not credited, the IRS page describes this route: you can stop payment on the check and make another payment. In that case, it says, no dishonored check penalty applies.

Can you stop payment and pay again?

Yes, that is the route the IRS describes, and it points to Form 8546 for bank charges tied to the stop payment. Your bank handles the order, as in our stop payment guide. The page covers only this case, so for other failures, such as too little money in the account, ask a tax professional. Our bounced check guide covers the bank side.

What if you spoil the check while writing it?

If you spoil the check, you can mark it void and write a new one, then note both in your register. Our voided check guide shows how to void a check cleanly.

Which Items Belong on a Pre-Mailing Checklist?

Run this list once, in this order, before every tax payment.

  1. Payee. It matches the wording on your voucher.
  2. Amount. The numbers and words match, in dollars and cents.
  3. Details. The check shows name, taxpayer number, form or notice number and tax year, with the memo line as a sensible place for the last three.
  4. Signature. The check is signed.
  5. Voucher or notice. The right form is enclosed for the right year.
  6. No staples. The check and voucher are loose, with no paper clips.
  7. Address. It comes from the current form or notice for your tax year.
  8. Record. You have copied the check and logged it in your register.

Checks that make tax season simpler

Clear fields. Well laid out checks make the payee, amount and memo easy to fill in clearly.

A running record. Log each tax payment in a register as you write it. See business checks.

Matching envelopes. Plain sealed envelopes keep a check and its voucher together.

Questions welcome. Ask which layout works best with your bank and software.

The IRS page applies the same payee rule to checks, money orders and cashier's checks. Pick the item that suits your situation and keep a record of it.
Does the IRS accept personal checks in 2026?
For now, yes. An IRS Q&A dated 27 January 2026 says checks and money orders will still be accepted for now, though electronic payment is encouraged.
When is the next estimated tax payment due?

Should I send the check by a private delivery service?
For Form 1040-V, the IRS says to use regular mail and notes that private delivery may slow processing.
What if my check does not clear?
The IRS says you can stop payment and make another payment, and that it does not charge a dishonored check penalty in that case. Ask a tax professional about any other situation.
Where do I find the mailing address for my payment?
Read it from the current Form 1040-V, the Form 1040-ES voucher, the Form 941 instructions or your notice. Addresses vary by form, year and state, so we do not print them.
